NEW EU FUNDING PROGRAMMES 2007 -2013


The Structural Funds are incorporated within three objectives; Convergance, Regional Competitiveness and Employment, and European Territorial Co-operation which has separate cross-border, trans-national and interregional components and replaces the previous INTERREG Community Initiative.  As an Objective 1 region in transition in 2000 - 2006 N Ireland does not qualify under the Convergence Objective but will receive funding under the Competitiveness [€306] and Employment [€165] and Co-operation Objectives [€ 225 PEACE III and €200 Territorial Co-operation N Ireland, the Border Region and West Coast of Scotland]. PEACE III - under the European Union Structural Funds the programme aims to reinforce progress towards a peaceful and stable society and promote reconciliation between communities in Northern Ireland and the Border Region [Louth, Monaghan, Cavan, Leitrim, Sligo and Donegal.

Priority 1 - Reconciling Communities (€190m)

Theme 1.1 - Building Positive Relations at Local Level

Theme 1.2 - Acknowledging and Dealing with the Past

Priority 2 - Contributing to a Shared Society (€140m)

Theme 2.1 - Creating Shared Public Spaces

Theme 2.2 - Key Institutional Capacities are Developed for a shared    

                Society

A new approach has been adopted to roll out the budget of €333m which means that larger grants will be made to fewer applicants.

INTERREG IVA - The cross border Territorial Co-operation proramme for N Ireland, The Border Region of Ireland and Western Scotland [Eligible Area]. The overall aim is to Support strategic cross-border co-operation for a more prosperous and sustainable region with an overall budget of €240m.

Priority 1 Co-operation for a more prosperous cross-border region

Theme 1.1 Enterprise - to diversify and develop the economy of the eligible region by encouraging innovation and competitiveness in enterprise and business development.

Theme 1.2 Tourism - to support application that make use of the high quality landscapes and natural endowments of the eligible region to promote tourism on a cross-border basis.

Priority 2 Co-operation for a sustainable cross-border region

Theme 2.1 Collaboratioin - to address the differences in policy approaches and delivery of services that have been developed on either side of the border.

Theme 2.2 Infrastructure - to support the development of cross-border infrastructure in areas such as ICT, transport, telecommunications, energy, waste, utilities and environmental protection.

TERRITORIAL CO-OPERATION - In the 2007 - 2013 programme period, Territorial Co-operation will become a specific objective of the structural funds, replacing the current INTERREG programmes. The following three programmes are relevant to N Ireland.

NORTHERN PERIPHERY 2007 - 2013
The Northern Periphery Programme 2007-2013 is part of the   European Commission’s European Territorial Co-operation objective. With a budget of €35.115m it aims to help peripheral and remote communities on the northern margins of Europe to develop their economic, social and environmental potential by supporting innovation, business competiveness, accessibility, the sustainable development of community natural resources and cultural heritage.

eligible regions include parts of Finalnd, ireland, Sweden and the UK [Scotland and N Ireland excluding Belfast and Greater Belfast] in co-operaiton with the faroe islands, Iceland, Greenland and Norway.

SEUPB is the regional contact point and the first call for applications opened 5/10/07 and closes 31/10/07.

NORTH WEST EUROPE 2007 -2013

The North West Europe Programme promotes an integrated approach to territorial development, both horizontally (among different North West Europe trans-national cooperation area policy sectors), vertically (among different levels of government) and geographically (across administrative boundaries). The programme aims to capatalise in co-operation between key actors to address territorial issues across the NWE area to contibute to tis economic competitiveness while promoting regionally balanced and sustainable developmentt. The budget is €355m and the first call closed 15 October 2007 and second call opens Spring 2008. Eiligible regions include N ireland whole country, great britain whole country, Ireland whole country, Luxembourg whole country, belgium whole country, parts of Germany, France, Netherlands, Switzerland.Website http://www.nweurope.org

ATLANTIC AREA 2007 -2013

The main goal of the Atlantic Area

trans-national programme is to contribute

to the territorial cohesion of this area through the cooperation reinforcement between the European Union Member States of the Atlantic seaboard, able to create concrete progresses in terms of solidarity development of the economic knowledge, heritage valorisation and maritime resources, emergence of new economic activity clusters, promotion of accessibility and logistic conditions, sustainable development and polycentrism. The budget is €104m and eligible regions include N Ireland whole country, Ireland whole country, Atalntic areas of Spain, france, Portugal and mainland UK.Website http://www.coop-atlantico.com
